Earned Value in a TIC CO Administrator Training- Why you need it

Understand Earned Value metrics, reliable data inputs, progress and payment assurance, delay and recovery analysis, and forecasting of time and cost risks.
A practical course that shows Superintendents and Contract Administrators how to use Earned Value as an evidence-based tool for assessing contractor performance. Learn how to use Planned Value, Earned Value, Actual Cost, SPI and CPI to test progress claims, identify emerging delay and productivity issues, assess recovery plans, challenge contractor narratives and improve reporting to the Principal. The course also shows how Earned Value can support EOT, disruption and claims assessment – while keeping performance analysis separate from contractual entitlement, and using EV to monitor and test rather than take over the Contractor’s planning risk. Measure the trend early. Test the cause carefully. Manage the contract pathway separately.

What You'll Learn

Measure earned value, not activity – focus on how much contract value has actually been earned against the approved scope and program

Use reliable, aligned inputs – EV depends on a consistent program, quantities, valuation rules, cost records and reporting cut-off dates

Strengthen progress claim assessment – reconcile claimed percentages with measured quantities, physical completion and supporting records

Use EV to test causation – compare performance before, during and after an alleged delay or disruption event to separate entitlement from existing inefficiency

Challenge recovery with evidence – compare future production assumptions with demonstrated productivity, actual resources, access, permits and constraints

Keep EV and entitlement separate – EV identifies trends and risks, but doesn't replace contract clauses, critical path analysis or formal entitlement assessment

Identify the ten habits that separate defensible contract administration from exposed administration

Apply a simple check before issuing or responding to any notice

Spot early warning signs that a variation or delay claim is heading for dispute

Know exactly what to document — and when — to protect your position

Avoid the three most common mistakes that undermine a superintendent’s certification

Walk away with a one-page reference you can pin above your desk
